From July 1, 2023, a Bureau of Indian Standards (BIS) license will be required for 24 footwear products. The implementation of the Quality Control Order will commence on the same date. The standards for these footwear products have been devised in collaboration with trade and industry organizations.
Lets delve deeper into IS 15844:2010 for Sports Footwear.
Sports footwear falls under the purview of IS 15844:2010. This Indian Standard was adopted by the Bureau of Indian Standards subsequent to the approval of the final draft by the Chemical Division Council following deliberation by the Footwear Sectional Committee.
This standard is applicable to sports footwear designed to reduce fatigue and enhance durability across a range of sports activities. Various materials are employed as components in the manufacturing of sports footwear.
This standard outlines performance criteria for sports footwear, categorized into low, medium, and high performance levels to cater to the needs of athletes across various sports disciplines. Modern sports footwear is engineered with innovation to achieve optimal performance, with features like water resistance, flexibility, and slip resistance being crucial. Additionally, durability is a key focus. According to the standard, the bond strength between the upper and midsole/outsole should meet specific requirements, and the footwear must pass flexibility tests without any damage. Chemical tests, performance evaluations, and construction requirements are also mandated by IS 15844 for sports footwear.
Sports footwear should demonstrate easy flexion from the foot to the toe and quickly revert to its original shape upon release of force. An insole should be fixed securely to prevent removal without damaging the footwear, unless the footwear features a rigid sole. For ankle-back height, the weight of the footwear should not exceed 800 g per pair, and for ankle height, it should not exceed 900 g per pair (based on size 8). Reinforcement at the counter is essential to maintain shape and flexibility without collapsing.

All tests pertaining to IS 15844 ensure comprehensive quality assurance for every component of sports footwear, including upper material, sole (midsole, outsole, insole), in-sock, lining material, counter stiffener, and shoe fasteners (such as Velcro, elastic tape, laces, buckles, eyelets, D-rings, ski-hooks, and metal trims). These tests are designed to meet the performance quality requirements set by the Bureau of Indian Standards (BIS) for sports footwear.
Test samples will be collected from all parts of the footwear wherever feasible. In cases where test components from the footwear are insufficient to meet the testing needs, samples may be obtained from the material used to make the component.
To utilize the standard mark (ISI Mark), manufacturers are required to acquire a BIS license from the Bureau of Indian Standards. This license is granted subsequent to a thorough evaluation of manufacturing infrastructure, quality control measures, testing capabilities, and production processes conducted during an inspection of manufacturing facilities.
