Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Footwear for men and women for municipal scavenging work) (Quality Control) Order, 2024.
The Ministry of Commerce and Industry has announced a quality control order named "Quality Control Order 2024 for Footwear made from All Rubber and all Polymeric Material and its Components."
This order will come into force starting August 1, 2024.
It requires that items like footwear for men and women used in municipal scavenging work adhere to Indian Standard IS 16994:2018 and display the Standard Mark, obtained through a license from the Bureau of Indian Standards under Scheme-I of Schedule-II of the Bureau of Indian Standards' Conformity Assessment Regulations for 2018.
Exceptions to this order encompass items designated for export and those manufactured by micro and small enterprises as defined in section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.
Importers are required to provide a self-declaration certified by the Council for Leather Exports before importing these footwear soles. This declaration confirms that the imported items are intended exclusively for the manufacturing or assembly of footwear for export purposes and are not intended for sale in the domestic market of India.

Furthermore, manufacturers certified by the BIS or those who have submitted their certification applications before the implementation of this directive can legally declare and sell their existing inventory of footwear products lacking the BIS Mark until June 30, 2025.
The Bureau of Indian Standards has been designated as the authority responsible for certifying and enforcing standards for footwear intended for men and women employed in municipal scavenging work.
