Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from Leather and other Materials (Leather safety boots and shoes - Specification for leather safety boots and shoes Part 2 for heavy metal industries) (Quality Control) Order, 2024.
The Ministry of Commerce and Industry has announced the "Quality Control Order 2024 for Footwear made from Leather and other Materials," slated to take effect on August 1, 2024.
As per this mandate, leather safety boots and shoes must comply with Indian Standard IS 1989 (Part-2): 1986, focusing on the Specification for leather safety boots and shoes Part 2 tailored for heavy metal industries. They are required to display the Standard Mark, obtained through a license from the Bureau of Indian Standards (BIS) under Scheme-I of Schedule-II of Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, this regulation excludes products intended for export or micro and small manufacturing units as defined by the Micro, Small, and Medium Enterprises Development Act, 2006.
Furthermore, manufacturers certified by the BIS or those who have submitted their certification applications before the implementation of this directive can legally declare and sell their existing inventory of footwear products lacking the BIS Mark until June 30, 2025.
The Bureau of Indian Standards has been appointed as the authority responsible for certifying and enforcing standards for leather safety boots and shoes.
