Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (All rubber gum boots and ankle boots) (Quality Control) Order, 2024.

OVERVIEW
The Ministry of Commerce and Industry has released a quality control directive named "Quality Control Order, 2024 for Footwear made from All Rubber and Polymeric Materials and Their Components."
This directive will come into effect starting August 1, 2024.
This mandates that products like all rubber gum boots and ankle boots must adhere to Indian Standard IS 5557 (Part 2): 2018 and display the Standard Mark under a Bureau of Indian Standards license, following Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exceptions to this directive encompass products intended for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.
Importers are required to provide a self-declaration certified by the Council for Leather Exports before importing such footwear soles. This declaration confirms that the imported items are intended exclusively for the manufacturing or assembly of footwear for export purposes and are not intended for sale in the domestic market of India.
Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.
The Bureau of Indian Standards is appointed as the certifying and regulatory authority for Moulded Rubber Outsoles.
