Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Hawai Chappal) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has issued a quality control directive titled "Quality Control Order, 2024 for Footwear made from All Rubber and Polymeric Materials and Their Components."

This directive will come into effect starting August 1, 2024.

It requires that products like Hawai Chappal adhere to Indian Standard IS 10702:2023 and display the Standard Mark under a license from the Bureau of Indian Standards, following Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exceptions to this directive apply to goods intended for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.

Importers must provide a self-declaration certified by the Council for Leather Exports prior to importing footwear soles. This declaration verifies that the imported items are exclusively intended for the manufacturing or assembly of footwear for export purposes and are not intended for sale in India's domestic market.

Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.

The Bureau of Indian Standards is appointed as the certifying and regulatory authority for Hawai Chappal.
