Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Microcellular Rubber Sheets for Outsoles) (Quality Control) Order, 2024.

OVERVIEW
The Ministry of Commerce and Industry has released a quality control directive titled "Quality Control Order, 2024 for Footwear made from All Rubber and Polymeric Materials and Their Components."
This directive will come into effect starting August 1, 2024.
This mandates that products like Microcellular Rubber Sheets must comply with Indian Standard IS 6664: 1992 and display the Standard Mark under a Bureau of Indian Standards license, following Scheme-I from Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exceptions to this directive encompass products intended for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.
Furthermore, Microcellular Rubber Sheets are solely employed in the production of footwear exclusively intended for export.
Importers must provide a self-declaration certified by the Council for Leather Exports before importing such footwear soles. This declaration confirms that the imported items are intended strictly for the manufacturing or assembly of footwear for export purposes and are not intended for sale in the domestic market of India.
Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.
The Bureau of Indian Standards is appointed as the certifying and regulatory authority for Microcellular Rubber Sheets used in outsoles.
