Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Sandal and Slippers) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has released a quality control directive titled "Quality Control Order, 2024 for Footwear made from All Rubber and Polymeric Materials and Their Components."

This directive will take effect from August 1, 2024.

This mandates that products like Sandals and Slippers must comply with Indian Standard IS 6721:2023 and display the Standard Mark under a license from the Bureau of Indian Standards, following Scheme-I outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exceptions to this directive cover products designated for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.

Moreover, Moulded PVC Outsoles are solely utilized in the production of footwear intended exclusively for export.

Importers are required to submit a self-declaration certified by the Council for Leather Exports before importing footwear soles. This declaration confirms that the imported items are intended strictly for the manufacturing or assembly of footwear for export purposes and are not intended for sale in India's domestic market.

Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.

The Bureau of Indian Standards is appointed as the certifying and regulatory authority for Sandals and Slippers.
