Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Moulded PVC Outsoles) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has issued a quality control directive named "Quality Control Order, 2024 for Footwear made from All Rubber and Polymeric Materials and Their Components."

This directive will come into effect starting August 1, 2024.

This mandates that products like Moulded PVC Outsoles must adhere to Indian Standard IS 6719: 1972 and display the Standard Mark under a Bureau of Indian Standards license, following Scheme-I from Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exceptions to this directive encompass products intended for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.

Moreover, Moulded PVC Outsoles are solely utilized in the production of footwear intended exclusively for export purposes.

Importers must provide a self-declaration certified by the Council for Leather Exports before importing such footwear soles, affirming that the imported items are exclusively intended for the manufacturing or assembly of footwear for export and not for sale in India's domestic market.

Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.

The Bureau of Indian Standards is designated as the certifying and regulatory body for Moulded PVC Outsoles.
