Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Unlined moulded rubber boots) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has issued a quality control directive named "Quality Control Order 2024 for Footwear made from All Rubber and Polymeric Materials and Components."

This directive will come into effect starting August 1, 2024.

This mandate requires that items such as unlined moulded rubber boots comply with Indian Standard IS 13995:1995 and display the Standard Mark, obtained through a license from the Bureau of Indian Standards under Scheme-I of Schedule-II of the Bureau of Indian Standards' Conformity Assessment Regulations for 2018.

Exceptions to this directive apply to items intended for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.

Importers are required to provide a self-declaration certified by the Council for Leather Exports before importing these footwear soles. This declaration confirms that the imported items are intended exclusively for the manufacturing or assembly of footwear for export purposes and are not intended for sale in the Indian domestic market.

Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.

The Bureau of Indian Standards is designated as the authority responsible for certifying and enforcing standards for unlined moulded rubber boots.
