Dear Reader,
We bring to your attention an important regulatory update issued by the Ministry of Electronics and Information Technology (MeitY) concerning the revised series formation guidelines for products governed under the newly migrated standard IS/IEC 62368 – Part 1: 2023. This circular is applicable to all current BIS license holders, new applicants, manufacturers, importers, and product sellers operating in the electronics and IT equipment sector.
MeitY has officially notified the migration of standards IS 13252 Part 1: 2020 and IS 616: 2017 to the consolidated standard IS/IEC 62368 – Part 1: 2023 vide Gazette Notification S.O. No. 4997(E) dated 29th October, 2025. In continuation, MeitY has issued Circular No. W-47/34/2025-IPHW dated 20th May, 2026 prescribing revised guidelines for forming a series of products under this standard.
This circular is effective from the date of its issuance and is binding on all stakeholders seeking BIS certification or maintaining existing licences under the referenced standards.
The revised series guidelines cover the following key areas:

| 1 | Product Family Definition | Defined by maximum component/sub-assembly configuration. All models must share common design, construction, and essential parts ensuring conformity. |
| 2 | Maximum Models in a Series | Maximum 10 models per series. One sample per 10 models selected for testing; worst-case safety configuration must be chosen. |
| 3 | IP Rating | All models in a series must carry the same IP rating, tested as per IS/IEC 60529 at BIS-recognised laboratories. |
| 4 | Enclosure Requirements | Same enclosure material, similar overall shape/design, same or more restrictive ventilation openings. Minor dimensional variations permitted if safety distances are not compromised. |
| 5 | Class of Construction | All models must be of the same insulation class: Class I (basic insulation + protective earth), Class II (double/reinforced insulation), or Class III (SELV supply). |
| 6 | Energy Source & Safeguard System | Same energy source type (ES1/ES2/ES3, PS1/PS2/PS3, TS1/TS2/TS3). Active and passive cooled models cannot be grouped. Same safety-critical components (Y-capacitors, optocouplers, MOVs) required. |
| 7 | Energy Source Combinations | External energy source, mains-operated (internal power supply), and battery-operated devices shall not be grouped in the same series. |
| 8 | Other Form Factors | Same form factor, charging type, display type, microphone/earphone type. Smart watches with/without SIM, devices with/without display, touch/non-touch — all must be in separate series. |
Note 1: For Power Adapters, UPS/Inverters and Power Banks — devices within a range of output power/capacity rating may be grouped in one series.
Note 2: All components notified under the Order and used in finished notified products must be independently registered under CRO.
Applicability: These guidelines apply to all manufacturers and importers seeking BIS certification under IS/IEC 62368 – Part 1: 2023, effective from the date of issuance of this circular.
These provisions are designed to bring uniformity and clarity to the BIS series certification process, supporting product safety, regulatory compliance, and harmonisation with international standards for electronics and IT equipment manufactured or imported in India.
