The Ministry of Commerce and Industry, through this notification dated 29 September 2017, issued an amendment to the Energy Efficient Induction Motors – Three Phase Squirrel Cage (Quality Control) Order, 2017 under the provisions of the Bureau of Indian Standards (BIS) Act, 1986.

The primary objective of this amendment is to strengthen quality control, improve enforcement mechanisms, and ensure that only standard-compliant energy-efficient induction motors are manufactured and sold in India, while also providing clarity on export exemptions.

Under this amendment, the implementation date of mandatory compliance has been revised from 1 October 2017 to 1 January 2018, giving manufacturers additional time to align their products with BIS requirements. The order also clearly states that motors manufactured exclusively for export are exempted from these requirements, provided they meet the specifications demanded by the foreign buyer.

To enhance regulatory oversight, the amendment expands the inspection and enforcement powers of authorities, allowing them to enter premises, inspect, and seize finished motors that do not comply with the prescribed standards. Furthermore, a new penalty clause has been introduced, making any violation of this order punishable under Section 14 of the BIS Act, thereby reinforcing legal accountability.

Exemptions: Products manufactured domestically for export purposes are excluded from the scope of this order.

The Bureau of Indian Standards (BIS) has been designated as the nodal body for certification as well as enforcement of this Quality Control Order.

Consequences of Violation: Any person or entity failing to adhere to the provisions of this order will be liable for action as per the Bureau of Indian Standards Act, 2016.
