Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for the Solvent Cement for UPVC Pipe (Quality Control) Order, 2025.

OVERVIEW

The Ministry of Commerce and Industry has issued a draft notification titled “Solvent Cement for UPVC Pipe (Quality Control) Order, 2025.” This Order comes into effect from the date it is published in the Official Gazette. It applies to Solvent Cement used with UPVC Pipes, which must meet the standards specified in IS 14182:1994 – “Solvent Cement for Use with Unplasticized Polyvinyl Chloride Plastic Pipe and Fittings — Specification.”
All such products are required to display the BIS Standard Mark under a valid license, as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.

Implementation Timeline:

General Manufacturers (excluding Micro and Small Enterprises): Compliance within 6 months of publication.
Small Enterprises: Compliance within 9 months.
Micro Enterprises: Compliance within 12 months.

Export Exemption: Products produced exclusively for export are not subject to this Order.

The BIS will oversee certification and enforcement. Non-compliance with this Quality Control Order may lead to penalties under the BIS Act, 2016.
