The Ministry of Commerce and Industry has issued a draft notification called the “Synthetic Resin Adhesives (Quality Control) Order, 2025,” which will come into effect from its publication in the Official Gazette.
It covers all products categorized as Synthetic Resin Adhesives, which must comply with the requirements specified in Indian Standard IS 848:2006 — Synthetic Resin Adhesives for Plywood (Phenolic and Aminoplastic) – Specification.
All such products are required to display the Standard Mark, granted under license by the Bureau of Indian Standards (BIS), in line with Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.

 

Implementation timeline:

• General manufacturers (excluding Micro and Small Enterprises): Must comply within 6 months from the date of publication.

• Small Enterprises: Required to comply within 9 months.

• Micro Enterprises: Compliance must be ensured within 12 months.

This order will not apply to goods manufactured in India exclusively for export purposes.
The BIS will function as the certifying and enforcement authority for products covered under this order. Any non-compliance will attract penalties as per the provisions of the Bureau of Indian Standards Act, 2016.
