The government has announced the Furniture (Quality Control) Order, 2023, effective one year from its announcement. This regulation requires all furniture, including beds, to meet specific quality standards and display a special mark. Manufacturers must obtain a BIS QCO for Furniture license to ensure compliance with these standards set by the Bureau of Indian Standards (BIS).

Exemptions include:

1. Export Furniture: Furniture made in India for export is not subject to this order.

2. Micro and Small Enterprises: These businesses, under the Micro, Small, and Medium Enterprises Development Act, 2006, are exempt for 18 months.

3. Udyam Portal Registered Enterprises: Enterprises registered on the Udyam Portal and meeting certain financial criteria are also exempt, as certified by a Chartered Accountant.

The Bureau of Indian Standards will oversee compliance, with legal penalties for non-adherence. The order mandates that all furniture must adhere to Indian Standard 17635:2022 for Beds and bear the Standard Mark. Compliance requires a BIS license under Scheme I of Schedule II, as per the BIS (Conformity Assessment) Regulations, 2018.

Authorized by section 16 of the Bureau of Indian Standards Act, 2016, and in consultation with BIS, this order aims to enforce quality control for furniture, becoming effective twelve months from its official publication.
