Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for Flame-Producing Lighters (Utility Lighters- Safety Specifications) (Quality Control) Amendment Order, 2024.
The Ministry of Commerce and Industry has introduced the Flame-Producing Lighters (Quality Control) Amendment Order, 2024. This regulation will take effect immediately upon its publication in the Official Gazette. Stay updated on this crucial change in product quality standards for flame-producing lighters!
According to the Flame-Producing Lighters (Quality Control) Amendment Order, 2024, Small Enterprises, as defined by the Micro, Small, and Medium Enterprises Development Act of 2006, will have nine months to comply after the Order's publication. Micro Enterprises will have a compliance period of twelve months from the publication date.
All flame-producing lighters must meet the Indian Standard IS/ISO 9994:2018 (Lighters – Safety Specification) and display the Standard Mark, issued under a Bureau of Indian Standards (BIS) license, as specified as outlined in Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
It's important to note that this Order does not apply to domestically manufactured goods intended for export or to enterprises registered on the Udyam portal of the Ministry of Micro, Small, and Medium Enterprises, provided their investment in plant and machinery does not exceed ₹25 lakhs and their turnover for the previous financial year is below ₹2 crores, as verified by a Chartered Accountant. Goods manufactured or imported before the implementation of the Flame-Producing Lighters (Quality Control) Amendment Order, 2024, by a Bureau of Indian Standards (BIS)-certified manufacturer or a certification applicant, can be sold or displayed for up to six months after the Order takes effect. This is contingent upon submitting a declaration certified by a Chartered Accountant to the Bureau.
The Bureau will serve as the certifying and enforcing authority for these products.
