OVERVIEW
The Ministry of Commerce and Industry has released the Hand Tools (Quality Control) Order, 2024. This new regulation aims to enhance the quality standards for hand tools in the market. Stay informed about the latest updates and compliance requirements related to this order for your business.
The Hand Tools (Quality Control) Order, 2024, will become effective six months after its publication in the Official Gazette. However, specific timelines apply for small and micro enterprises as defined by the Micro, Small and Medium Enterprises Development Act, 2006:

Small Enterprises: The order will take effect nine months post-publication.

Micro Enterprises: The order will take effect twelve months post-publication.
All hand tools must adhere to Indian Standard IS 4003 (Part 2): 1986 (Pipe Wrenches – Heavy Duty) and must display the Standard Mark issued under a license from the Bureau of Indian Standards. This is in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Stay updated on compliance requirements to ensure your products meet these new quality standards.
Please be aware that the Hand Tools (Quality Control) Order, 2024, does not apply to domestically manufactured goods intended for export. The Bureau of Indian Standards will act as the certifying and enforcing authority for these hand tools. Entities or individuals found in violation of this order may face penalties under the Bureau of Indian Standards Act, 2016. Stay compliant to avoid any legal repercussions and ensure your products meet the necessary standards.
