Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Furniture (Work chairs) (Quality Control) Order, 2023.

OVERVIEW

The Ministry of Commerce and Industry has issued the Furniture (Quality Control) Order, 2025, which will come into effect 12 months after its publication in the Official Gazette.

This order mandates that all furniture goods or articles must comply with Indian Standard IS 17631:2022 for Work Chairs and bear the Standard Mark. To do so, manufacturers must obtain a license from the Bureau of Indian Standards (BIS) under Scheme I of Schedule II, as outlined in the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exemptions include:

Export Furniture: The order does not apply to goods or articles produced domestically for export.
Micro and Small Enterprises: Micro and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, are exempt for 18 months from the date of publication.
Udyam Portal Registered Enterprises: Enterprises registered under the Udyam Portal of the Ministry of Micro, Small, and Medium Enterprises, with plant and machinery investments not exceeding ₹25 lakh and a turnover not exceeding ₹2 crore, as certified by a Chartered Accountant, are also exempt from this order.

This order aims to ensure quality and compliance in the furniture industry while allowing for flexibility for smaller and export-focused enterprises.
