Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Cast Iron Products (Cast iron/ductile won drainage pipes and pipe fittings for over-ground non-pressure pipeline socket and spigot Series) (Quality Control) Order, 2023.
The Ministry of Commerce and Industry has recently issued an extension order titled the Cast Iron Products (Quality Control) Order, 2024, which will come into effect on 1st September, 2024. According to this order, all cast iron products must conform to the Indian Standard IS 1879:2010 (Malleable Cast Iron Pipe Fittings) and must bear the Standard Mark. This mark is to be obtained under a license from the Bureau of Indian Standards (BIS), as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
The order specifically excludes goods or articles that are manufactured domestically and intended solely for export. These items are not required to comply with the standards set forth in this notification.
Micro and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), are required to comply with the relevant Indian Standards starting from the date specified in the order.
Additionally, the order does not apply to goods or articles produced domestically by enterprises that are registered under the Udyam portal of the Ministry of Micro, Small and Medium Enterprises, provided that their investment in plant and machinery or equipment does not exceed ₹25 lakh, and their turnover does not exceed ₹2 crore in the previous financial year. These conditions must be certified by a Chartered Accountant.
The order also exempts the import of cast iron products up to a limit of 200 kilograms per year, when used exclusively for research and development purposes by manufacturers of cast iron products. To qualify for this exemption, the imported items must not be sold commercially, must be disposed of as scrap after use, and the manufacturer must maintain year-wise records of such imports. These records must be submitted to the Central Government on the manufacturer’s official letterhead, duly signed by an authorized signatory.

The Bureau of Indian Standards (BIS) has been appointed as the certifying and enforcing authority for Cast Iron Products under the new quality control directive.
Any breach of this order will result in penalties in accordance with the provisions specified in the Bureau of Indian Standards Act, 2016.
