Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the the Cast Iron Products (Vertically cast-iron pressure pipes for water, gas and sewage) (Quality Control) Order, 2023.
The Ministry of Commerce and Industry has issued a new directive titled the "Cast Iron Products (Quality Control) Order, 2024," which will come into force on 1st September, 2024
The order mandates that all cast iron products must comply with Indian Standard IS 1537:1976, which covers vertically cast-iron pressure pipes used for water, gas, and sewage. These products must also bear the Standard Mark, which is obtained through a BIS license under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, it is important to note that this order does not apply to domestically manufactured goods or articles intended for export. Additionally, the order does not apply to micro and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, until the compliance date specified in the regulations.
Furthermore, the order excludes goods or articles manufactured domestically by an enterprise registered with the Udyam Portal under the Ministry of MSME, provided the investment in plant and machinery does not exceed ₹25 lakh and the annual turnover is below ₹2 crore for the previous financial year, as certified by a Chartered Accountant.
Lastly, the order does not apply to imported goods up to 200 kg per year for research and development purposes by manufacturers of cast iron products. However, these imported goods must not be sold commercially, must be disposed of as scrap, and must be recorded year-wise. The manufacturer is required to submit a report of the imported goods to the Central Government on their letterhead, signed by an authorized signatory.

The Bureau of Indian Standards (BIS) has been appointed as the certifying and enforcing authority for Cast Iron Products under the new quality control directive.
Any breach of this order will result in penalties in accordance with the provisions specified in the Bureau of Indian Standards Act, 2016.
