The government has announced the Furniture (Quality Control) Order, 2023, set to take effect one year from its announcement. This order mandates that all furniture, including storage units, must comply with specific quality standards and display a special mark. To manufacture compliant furniture, such as storage units, manufacturers must obtain a BIS QCO for Furniture Storage Units license from the Bureau of Indian Standards (BIS).

Exemptions include:

1. Export Furniture: Furniture made in India for export is not subject to this order.

2. Micro and Small Enterprises: These businesses, under the Micro, Small, and Medium Enterprises Development Act, 2006, are exempt for 18 months.

3. Udyam Portal Registered Enterprises: Enterprises registered on the Udyam Portal and meeting certain financial criteria are also exempt, as certified by a Chartered Accountant.

The Bureau of Indian Standards will oversee compliance. Non-compliance can lead to legal repercussions. The Furniture (Quality Control) Order, 2023, requires all furniture to adhere to Indian Standard 17635:2022 for Beds and bear the Standard Mark. Manufacturers must secure a BIS license under Scheme I of Schedule II, as per the BIS (Conformity Assessment) Regulations, 2018.

Authorized by section 16 of the Bureau of Indian Standards Act, 2016, and in consultation with BIS, this order aims to enforce quality control standards for furniture, effective twelve months from publication.
