The government has introduced the Furniture (Quality Control) Order, 2023, effective one year from its announcement. This order requires all furniture, including tables and desks, to meet specific quality standards and display a special mark. To comply with these standards set by the Bureau of Indian Standards (BIS), manufacturers must obtain a BIS QCO for Furniture (Tables and Desks) license.

Exemptions include:

1. Export Furniture: Furniture made in India for export is not subject to this order.

2. Micro and Small Enterprises: These businesses, under the Micro, Small, and Medium Enterprises Development Act, 2006, are exempt for 18 months.

3. Udyam Portal Registered Enterprises: Enterprises registered on the Udyam Portal and meeting certain financial criteria are also exempt, as certified by a Chartered Accountant.

The Bureau of Indian Standards will enforce compliance with this order. Non-compliance could lead to legal penalties. The Furniture Tables and Desks (Quality Control) Order, 2023, requires adherence to Indian Standard 17635:2022 for Beds and mandates obtaining a BIS license under Scheme I of Schedule II, as per the BIS (Conformity Assessment) Regulations, 2018.

Authorized by section 16 of the Bureau of Indian Standards Act, 2016, and in consultation with BIS, this order aims to establish quality control guidelines for furniture, with enforcement starting twelve months after its publication.
