The Ministry of Commerce and Industry has issued the Furniture (Quality Control) Order, 2025, which will take effect 12 months from its publication date. Under this order, all furniture goods and articles, specifically bunk beds, must comply with Indian Standard IS 17636:2022 and bear the Standard Mark. To achieve this, manufacturers must obtain a license from the Bureau of Indian Standards (BIS) in accordance with Scheme I of Schedule II, as per the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exemptions include:

1. Export Goods Exemption: The order does not apply to bunk beds or other furniture products manufactured for export.

2. Micro and Small Enterprises Exemption: As per the Micro, Small, and Medium Enterprises Development Act, 2006, micro and small enterprises are exempt from compliance for 18 months from the notification date.

3. Udyam Portal Enterprises Exemption: Businesses registered under the Udyam Portal of the Ministry of Micro, Small, and Medium Enterprises, with investments in plant and machinery or equipment not exceeding ₹25 lakh and a turnover of ₹2 crore, certified by a Chartered Accountant, are also exempt from this requirement.

This Furniture Quality Control Order 2025 aims to enforce quality standards for beds while offering exemptions to small enterprises and export-focused manufacturers, ensuring flexibility in compliance.
