The Furniture (Quality Control) Order, 2023, issued by the government, will take effect one year from its announcement. This order requires all furniture, including bunk beds, to adhere to specific quality standards and display a special mark. Manufacturers must obtain a BIS QCO for Furniture license from the Bureau of Indian Standards (BIS) to ensure compliance with these standards.

Exemptions include:

1. Export Furniture: Furniture made in India for export is not subject to this order.

2. Micro and Small Enterprises: These businesses, under the Micro, Small, and Medium Enterprises Development Act, 2006, are exempt for 18 months.

3. Udyam Portal Registered Enterprises: Enterprises registered on the Udyam Portal and meeting certain financial criteria are also exempt, as certified by a Chartered Accountant.

The Bureau of Indian Standards will oversee compliance, and non-adherence may result in legal consequences. The order mandates that furniture must comply with the latest Indian quality standards and bear the Standard Mark. A BIS license is required under Scheme I of Schedule II, as outlined in the BIS (Conformity Assessment) Regulations, 2018.

Authorized by section 16 of the Bureau of Indian Standards Act, 2016, and in consultation with BIS, this order introduces quality control guidelines for furniture, effective twelve months from its publication.
