Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for Hand Tools (Chain Pipe Wrenches) (Quality Control) Order, 2024.
The Ministry of Commerce and Industry has released the Hand Tools (Quality Control) Order for 2024.
This order will come into effect six months after it is published in the Official Gazette. However, specific timelines apply to small and micro enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006:
Small Enterprises: The order will become effective nine months after publication.
Micro Enterprises: The order will take effect twelve months after its publication.
All hand tools must adhere to Indian Standard IS 4123:1982 for Chain Pipe Wrenches and display the Standard Mark issued under a license from the Bureau of Indian Standards. This is in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Ensure your tools comply with these standards for quality assurance and certification.
Please be aware that this order does not apply to domestically manufactured goods intended for export.
The Bureau of Indian Standards will act as the certifying and enforcing authority for these hand tools. Any individual or entity that violates this order will incur penalties under the Bureau of Indian Standards Act, 2016. Ensure compliance to avoid legal repercussions.

The Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry has notified the Hand Tools (Quality Control) Order, 2025 in the Gazette of India. This new order supersedes the earlier Hand Tools (Quality Control) Order, 2024, while preserving actions already undertaken prior to its repeal.
Extension OrderNew
Timeline: 2024 order used a flexible timeline (6, 9, 12 months). The 2025 order fixes a specific commencement date (1 October 2025) and defines compliance dates for MSMEs via the Table.
Exemptions: The 2025 order introduces a new exemption for up to 200 imported items per year for R&D, which was not present in the 2024 order.
Structure of the Table: Column references have changed (from column 1 & 2 in 2024 to column 2 & 3 in 2025).
